Detection rules	new federal award — A recorded award action may add, modify or remove obligations. Review the action amount and agency in context; it does not by itself establish a new award win. award value change — A rolling company aggregate changed. Reporting windows, corrections and recipient composition can move this total; no single-award explanation has been established. sam registration change — SAM registration status governs eligibility to receive federal awards. A lapse or reinstatement directly affects whether this company can win work. new sec filing — A filing is available for review; the filing type and content determine whether it is consequential. new court case — New litigation can affect delivery capacity, past-performance narratives, and responsibility determinations. ofac hit — A potential name match requires identity verification before drawing any compliance conclusion. enforcement action — Regulatory enforcement affects responsibility determinations and can surface in past-performance reviews. risk score move — A material move in the composite risk score means one or more underlying signals changed together.
Reasoning	Materiality scored 0–100, ranked critical / high / moderate / low.
Output	Cited email alert + searchable alert history + weekly briefing.
Evidence	Every alert links source name, underlying record ID, and source URL.
Memory	Daily entity snapshots; prior state vs current state on every alert.
Approval	Read-and-report only — the agent takes no external actions.
